You probably could do it the way you do any other piece of writing: you write it long, and then cut it down to size. If you write 1500 words, it'll be easy to get 750 good words out of it; if you aim for 750, you might wind up with what's essentially air and puff taking up a lot of your space.

Here's what Stanley Ellin had to say (talking about fiction, but it goes for all writing):
