1. No, that wouldn't be a problem. The whole point of a writing prompt is to give you an idea for a story. There are no laws that protect ideas for stories, so they're fair game for anyone to use.2. The only ones I know of aren't meant primarily as writing prompt sites...
http://www.writingexcuses.com/ - a weekly podcast about writing speculative fiction. They end each episode with a writing prompt, usually very silly. They list them within the post that tells you about that week's episode, so you don't have to listen to the whole episode if you just want the prompt. (Though the episodes are well worth listening to if you write fantasy or science fiction.)
