I would just start it (assuming your talking about the introduction) by starting to address the issue, with something about either how high school dropout rates are high and an incentive is necessary or something about how older teens are better drivers, I don't really know what you're focusing on but it's a good idea to just introduce this type of essay with discussing the current conditions which necessitate the need for such a law

Requiring students to earn a high school diploma before he or she could receive a driver's license would be devastating for this countries economy.
The national minimum working age for students to legally seek employment is 14 years of age, however it is shown that the average age of working students is 16. This is mainly because a 16 year old student can drive themselves to and from their place of employment without depending on a parent or guardian to chauffeur them back and forth. It teaches independence and responsibility.
Delaying this process merely to keep kids in school would negatively strain the national economy more so than it already is today.
