If you want to be a writer and maybe, one day, if you're lucky, publish then you have to write. Like anything else you get better by practicing. Start writing *now.* Find an English teacher, writing group, someone who knows what they're talking about to read your writing and help you identify your weaknesses and problems so you can work on fixing them. Read about grammar, common writing mistakes, etc (Google is your friend).

Start educating yourself about the publishing industry. But don't worry too much about the particulars of publishing until you actually have a finished manuscript ready for submission. Chances are you'll never finish one (most aspiring authors don't) so there's no point worrying about the how right now.

Focus on developing your craft. Focus on disciplinig yourself so that you can and will write. Writing is fun, yes, but when you do it as a job it can and will cease to be (which is why most people don't finish a manuscript). The thing that separates professional authors from all the aspiring authors is that the pros have the discipline to sit down and write a certain amount, every day, even when it's the last thing they want to do.

don't stop!
if you get stuck take stuff from dreams and daydreams, or assign your friends names from characters in the book and watch how they react and dramatize that for inspiration. i actually asked my friends to role play and am taking what happens in the game for my book.

also there is a point to stop editing and there is definitely the need to have someone else edit it.

The other answers have it about right. First, you need to have in mind a specific time, place, and social status. "15 year old girl in 1800s" is far too vague. Get to something like, "15 year old daughter of frontier farmer in Illinois, around 1820" or "15 year old daughter of British minor nobility, about 1875" is clear enough that you can start doing your research.

Do NOT just sit down and start writing a historical novel, unless you are already a real expert on the period you're writing about. You should read a lot of novels, and perhaps also autobiographies and actual journals/diaries for the time period you want. You should also look at some histories that focus on the way people lived - appropriate references to things like food, fashions, furniture, the books that your character would have been likely to read, etc, give the writing authenticity. For instance, both of the girls I described above would have gone to dances intended to put them in social settings with boys of their age who they might wind up marrying. But the food served, the entertainment, the physical settings, the actual dances performed, would have been hugely different for the two girls I described. Getting these details right makes all the difference in making your story believable.

Once you have the historical setting researched, the rules are the same as any good writing. You'll need interesting characters, good dialogue (which, of course, must fit the period and background). and a strong story.

I honor that courage! I'm much older than you, and I've just finished my first book!
Just to let you know, I have hovered at the 20 page mark for YEARS. So, it's not an easy feat to conquer! However, if you have the strength, I believe you can do it! Just work on developing a deep and interesting story that will take more than 20 pages to explain, with enough information to know where it's going, but enough looseness to let the characters have some control!
And write write write every chance you can! =) Practice is always the best way to improve!

We Answered:

First of all, take a deep breath.

Second, find someplace to start. It doesn't have to be the beginning. Is there a scene that spurred the whole project? Do you have an idea regarding a specific character, setting, happening? Start there. If it doesn't find its way into your final draft, no big deal. Just get rolling. You say you alerady have some stuff done, which is great -- work with that. Build on it. Think of it like a jigsaw puzzle: you can assemble different sections and fit it all together later on.

Alternatively, some people (myself included) find it easiest to just start writing even if they know the beginning sucks. I always rewrite my first chapter but the act of writing it seems to get me moving.

And yet another option: if you're an organization-oriented person, sit down and do a novel plan. I mean actually write Chapter One: and the key events. That way you have a framework to work with.
