This is simple don't think too deeply into it.First decide whether you think the education you get everyday is a right or a privilege.
If it's a right then EVERYONE should get it. If it's a privilege then some will be excluded.
Your thesis is a declarative statement based on what you believe.
Ex: Thesis: Education is a right that should be extended to all people regardless of age, gender, background, religion or social standing.
Once you have decided build your argument.
For example: Argument - Education is a Right
1) Education is a right because our constitution states that all men are equal therefore we are deserving of "equal rights" thus education can exclude no one.
2) Education is a right because no one "owns" education and it should therefore be free to all men.
3) Education is a right because the lack of education causes poverty and therefore creates a lower class of society. This lower class of society becomes a burden to middle class in that it requires programs like welfare and food and living subsidies that must be paid with the tax dollars of the middle and upper class.
