I can appreciate the wording of the question but I'm not going to write the five paragraphs for you but here are some ideas you might want to look at.In Europe (Germany etc.) they do year round schooling with breaks for holidays of course. But, the school days are shorter and when you reach what is equivalent to our High school years in the US, one can either branch off and go to trade school or their first years of College or University (I believe it is around tenth grade where "high school" branches off. Now what is good or bad about that?
I think if you brainstorm some ideas and maybe use some models of other countries you might make some good arguments for or against.
Ie. What it the average drop out rate for each school year? If you can assert that the most people drop out of high school around tenth grade anyway why couldn't that be the cutoff to go to trade school or college but the positive, you already went to school year round anyway and technically met the requirements to graduate after ten years of schooling instead of twelve... not to bad really if you think about it. Now there are still the other options of trade school, college or just plain go to work (caveat there is at the age of sixteen or seventeen not as many career opportunities and you can't even join (or go to basic) in the military until you are 18.
Might just want to look at how some other countries do it, come up with some key points but do like a "compare and contrast" type paper where you point out the good (graduate earlier but with the same level of education) and the bad (IBM doesn't hire sixteen year olds) then the good (but you can start trade school or college two years earlier than the US does now) and just roll with it. Well those are my thoughts and how I would tackle this paper but in any case if you can't use that maybe we made you think of a few points on your own and in any case, hope it helped.
