I think the metrical trouble is in the first five lines. It might work to read the whole poem aloud with a hard copy in hand, marking the stressed and unstressed syllables, then find your general pattern and try to rewrite any awkward lines to fit.

I very much like how you juxtaposed the costumes-and-candy routine of the modern holiday with primal evil and dread to create genuine darkness in a subject that usually comes off as silly and cliched.

Not even our normal curfew is as early as seven. That is absolutely ridiculous. No offense.
Sure, they could have the curfew that early, but so many people would disobey it, you're sure to run into problems. I say a curfew of about 10 to 10:30 would be appropriate, and everyone would feel it could fit into their plans well. Maybe in your essay you could suggest having some local teens represent their peers and come up with limitations everyone could agree.

If it was my personal curfew, I would say 10:30 PM to 5:30 AM.

(For the 5:30 part, sometimes Halloween falls on a weekday and kids have to get up early for school. Our first class starts at 7:18.)

Not exactly, I think you need to go out of the box a little more. What they are asking you is how your own personal vision and life experiences are affecting this particular event. I think the use of the tunnel is a good one, tunnels are excellent symbolic elements, but what you want to do is explain why YOUR experience in the tunnel is unique and different from anyone else's who will visit it. What is it about you that made your trip through the tunnel the experience that it was? What memories or feelings were triggered?

I like the experience you chose, just make it more personal to you.
