From my personal experience, almost ALL writing contests are at a small cost. I have found though that there are some literary magazines that do accept submissions at no cost though.

One is "Glimmer Train" go to: glimmertrain.com (.org? I can't remember. But look for that literary magazine on google to get to their website).

Also visit writersdigest.com for their contests...those are normally not too expensive.

Also go to about.com and look at the "creative writing" section and they will list SEVERAL magazines/contests for you to go to.

I would beware of Craigslist. Scammers abound there.

Most magazines have a place where you can submit your work for free. Often times there is no "prize" unless you pay the reading fee for a contest (as that is where they get the prize money). But usually it results in publication (which is great for writers who want or need to build credentials) and payment for the story, though not always.
