For you to attend college here, you must apply as an International student and pay International tuition fees. Much more than what a Canadian citizen pays. There are no Canadian bursaries or grants available to foreign students, only citizens. There are ones available in your own country however. While Vancouver is expensive, if you are used to a place like NY, there shouldn't be much difference. Might I suggest browsing through the local kijiji classified site, so you may get a feel for rental amounts. AS you would have to apply for a student visa to be able to live and study here, that puts a limit as to how many hours you may work. Without a visa, you may not live here. Vancouver is considered Holly wood North, so it would be the place to be for an actor, or maybe Toronto and Montreal. People manage to survive here in Canada because while yes, it is more expensive, we have a higher minimum wage and many things Americans pay for out of pocket are socialized here and come from tax dollars. Insurance is always expensive for young people, and you will have to apply for a BC drivers licence, as your American one is only good here for a period. And of course Vancouver has public transportation. There are no months you should avoid traveling.....the weather is rather nice there year round.Ralph Said:

Montreal is a pretty friendly city and if you liked Vancouver, I am pretty sure you will like Montreal. Let's look at some of the issues between the two cities.WEATHER
Vancouver has it easy when it comes to weather. Not too hot in summer, not too cold in winter. Montreal gets pretty cold in January (-15C is common) and we get hot humid days in August when you don't want to step outside, and have trouble sleeping if you don't have air conditioning. But the winter conditions are alleviated by having one of the best subways in the world, and the downtown core is all connected via tunnels so you hardly even have to step outside.
LANGUAGE
Vancouver is primarily English, with a high amount of Asian languages such as Mandarin, Cantonese, and Hindu. Montreal tends to be primarily French, with English spoken in certain parts of the city, and then Middle Eastern dialects being the next most common. You mentioned you have some French skills so I would not be too worried about it. Six months here and everything will come right back.
RENTING
Plateau area and Mile-End are nice trendy areas to live in, but they are pretty pricy since all the people are looking for apartments in the cool areas and want high ceilings and hardwood flooring. Furnished one-bedroom apartments that allow pets will be close to $1000/mth. The lowest I saw when I checked today was $600 and that was unfurnished. You can check apartments online at the Montreal Gazette Classifieds, or check realtor.ca - many places on realtor.ca will actually show you photos, and with digital cameras being so common, you can have someone send you a virtual tour.
CRIME
You should also be aware of the crime in the areas you mentioned. Plateau area and Mile-End has had a number of break-ins and burglaries in recent years, and there is a growing gang and drug problem in the areas nearby such as Park Extension, Montreal North, and Cote-Des-Neiges. However, it is still safe for the most part to walk around in the area during the day or to go to a restaurant or corner store at night.
JOB OPPORTUNITIES
Let's face it...The economy is not doing too well and it has hit all parts of Canada. Montreal is no exception. Our textile industry is suffering badly, several companies have laid off employees, and businesses in general are not hiring new employees but retraining existing personnel.
With skills in sign language, even if they learn LSQ instead of ASL, you may be able to get a job perhaps not in the teaching of sign language, but assisting people in areas where hearing-impaired people may be present, such as in a Montreal hospital. For job opportunities that are better than a basic hostess, waitress, or such you would need to check places like monster.ca
MOVING
Deciding how to get here is a personal preference. If it were me, I'd arrange for the cat to go with me via WestJet either in a carry-on cage that fits under the seat, or in baggage compartment in a proper transport box.
Otherwise, if flying is not an option, then either get the sleeper car with VIA Rail or rent a car and drive it across Canada, using it as a trip to vacation and explore the country.
One thing to note is that most leases in Montreal are up on July 1st, and so trying to find an apartment to move into before then may be a challenge.

I've recently done this myself. I have for several years and a few months ago applied for a volunteer position (and was accepted). Yes - you can send the same resume; many of the same skills or experiences that you gained on a job will be helpful for volunteer work too. But be sure to include any volunteering you have done. There aren't any jobs in retail or service industry for a 13 year old. Instead, you can complete the life guard courses and work at your local rec center or pool teaching younger kids how to swin or just life guarding in general. You make BIG BUCKS doing that, but the only downside to it is you need to spend lots of time+money in those courses. I swear, one month working 2 days/week at the pool will get you any paintball gun.That's what my friends 14 year old brother is doing, he supervises pool parties and he's got more money than I've ever made in my life and I'm way older than him. He works over at the West Van pool.
