He has a lien against your vehicle for the amount you owe him, and has an absolute right to keep your vehicle until you pay the amount due. Upon payment he will release the vehicle to you. Do you want him to file and offer your vehicle at public sale against the debt you owe? It sounds like you are mad because he hasn't done that. He doesn't have to notify you of his lien, it's obvious if you have an unpaid bill he has a lien.

Pay him, get the vehicle. Or don't, and he will sell it and if it sells for less than your bill you will owe the difference. He also has the right to start charging you storage for keeping your vehicle there.

Notice that the middle 50% had a GPA between 3.71 and 4.17. That means that 25% of the students admitted had a lower than 3.71 GPA. That seems to suggest you have a chance.

Note the SAT average and mid 50%. You're at the top end of the mid 50% - looks like that gives you a good chance.

In addition, they will look at your essays, participation in cycling, etc.

No one can actually give you a guesstimate of your chances (75-80% or whatever). The reason being that we can't know who else will apply in the same semester. You're being selected out of a unique pool of individuals.

It sounds like you've got a good chance of getting in to all of them. Tech tends to be more selective than the other schools on your list, but you've got a good GPA, so I think at the very least you would be wait listed there. Good luck!
