Lexington and then Concord marked the beginning of armed resistance. Bunker Hill marked the beginning of an official colonial army lined up against the British army. The floodgates were open. The war was becoming a reality. This declaration of arms seems to be a last ditch effort to restore sanity before an all out war ensues. And the declaration of independence (following the declaration of arms by almost exactly a year) was the official document that committed to the armed insurrection and an official and irrevocable split with the British motherland.
