That doesn't make sense. Unless your paper is an exact copy of one that was already submitted, the computer shouldn't be refusing to accept it for being repetitious.

Is it possible that the first time you submitted it, it went through slowly and now it's not letting you re-submit it because it already has it? Is there a way to check if it received your paper?

If not, then look for a contact number or email address, or a Help/Support contact to report the problem.

Your paper is a little repetitious in that you say the same things in your conclusion as in your intro paragraph. I know you have to use a certain format for English classes, but maybe state the problems that each of your arguments/reasons will resolve in the intro, then keep the conclusion as it is.

Let me critique one of your sentences. This one is awful:

"Some ways reusing promotes positive is it is enviromentally friendly and it provides new jobs and benefits."

Not in order of importance...
You spelled "environmentally" wrong.
Don't ever write "is it is" in a sentence. Try not to say "is" more than once in the same phrase, but if you must, say something like: "is that it is". But in YOUR sentence, maybe it should be "are that reusing is" because the subject is not "reusing," it's "Some ways." Maybe rewrite the whole thing so the subject is clear and the subject-verb agreement doesn't come out looking awkward.
"promotes positive"????? What is that? What does it mean?
If you're going to say "Some ways" give at least three reasons, not two. Promoting "jobs and benefits" sounds like one reason. If the benefits are something other than employment benefits, specify what they are.

I keep seeing people ask "how do you stop companies from moving their operations to other countries?" The answer is, you don't stop them. What you do is make it very painful to do so. You don't want to pay American wages? You don't want to pay corporate taxes? Fine, but if you want to sell your products and services in America, the most consumer driven society in the world (for now), prepare to get slapped with some MAJOR import tariffs. The companies who have made their fortune from our business-friendly society have the arrogance to double whammy us by moving out of the country to pay third world wages, then sell them back to us as if they were produced at American wages. It's sickening and it could be stopped by using protective tariffs. Our government exists to protect OUR interests. Racist, jingoist? Whatever. It's our prerogative. Americans and our ancestors worked hard to bring us to our enviable standard of living. Calling me a racist doesn't hurt my feelings at all.

And you can bet the people saying that are a bunch of spoiled teenagers and indoctrinated college kids with rich daddies. They've never worked a day in their life. But they'll find out what it's all about soon enough.

I personally would knock Calif & Hawaii out--just because housing will be way more than that in both and Hawaii is incredibly expensive to live in-everything has to be imported. Jobs are relatively scare in most of the islands outside the big city of Honolulu. It can also get pretty boring unless you absolutely adore that lifestyle. Everyone we know who moved there eventually moved back to the mainland. Personally, Arizona is a good option, I like the Phoenix area better though. I have a friend in Lake Havasu and she is bored to tears. I have visited Tenn and its OK. The good thing is you can move if you do not like a place; try renting before buying. And I have a friend who just move to Portland, Ore & she loves it.
