It isn't paid by the hour. It's paid by the word. That's if it is truly freelance work.

On the other hand, if they have you come in to their office and have you work a set number of hours a day, on assignments that they direct you on, and they're directing and controlling the details of your work on the newsletter, website or whatever, then you should be classified as an employee and paid an hourly rate (at least minimum wage) with time and a half for overtime.

Try talking to the local agency that is responsible for recycling. Start with the phonebook (the paper one) and look thru it until you find something like "Department of Public Works".

Local newspapers and magazines are usually understaffed and struggling because of the prevalence of the internet and TV. Many of them will probably be happy to have an intern or volunteer. Look them up and contact them.
