Sounds like a nice idea, making up a proposal for a job for yourself! I don't think anyone would buy the idea though, unless you find funding for it yourself. There are, in fact, a few sources of funding for research job proposals.On the other hand, if you mean Curriculum Vitae, there are plenty of places to look for help. The Job Centres have job clubs where they teach people how to do this. They would probably be able to give you an outline in a fairly standard format. Basically, a section with dates and places of education, with results, a section for employment, with dates and names and addresses of employers and what the work involved, and a section for relevant skills and experiences not already covered.
Just be careful to make it clear and concise, on one page since you are young and don't have all that much to put in it - employers are busy people and don't want to plough through a long screed about not very much. However, include ANY job you've had, not just ones in fine arts. It all shows that you are employable. Circulate it to prospective employers with a short neat handwritten letter which draws attention to any particular experience listed in the CV, which would be relevant to a job with them, but don't blow your own trumpet too much. They might not have a job going at the time they receive it, but they might keep it on file to be consulted if a job comes up. I've given jobs several times to people whose CV's had come in some time earlier and been kept on file. You can tailor the way you present the information about skills and experience, for each kind of employer. Don't try to use second-hand phrases from some-one else. Just be direct and honest.
There are also websites where you can find sample CV's. Just do a search in Yahoo. And ask fellow-students to show you theirs.
Most employers these days send out a job application form with the same sections as mentioned above for the CV. The trick is to think which section you can squeeze the information into best. For instance, some of the skills and experience can be included in the employment section, if there is too much to squeeze into the skills section.

If you're writing a proposal to be a commissioned sales rep for a magazine or newspaper then it doesn't matter what program you use - Word would be fine I guess. Think of it like writing a resume.You should prove you have previous sales experience and understand the processes involved in selling print advertising to direct and agency customers.
Look at the target market for the publications and discover as much as you can about who you are going to be selling to.

For $20 a week, do you live in Fort Worth, TX? You can come and clean my house. LOL. On a more serious note, I would suggest putting and ad on Craigslist, or your local GreenSheets. There are A LOT of people that would pay $20 a week for you to clean their house.
