It is not a very good idea, in the first place, most movie studios hire from the screen writers guild, so when the strike was over so would your job be...also your chances to get into the screen writers guild would be absolutely nil later on because you would be blacklisted as a scab...better to join the guild now I would think - so that when the strike was over you could submit some of your work to prospective directors for review.

Sit down, write up a story, plot it all out, and write it out as a script. When it is finalised, and you are happy with it, make several copies. Mail one to yourself and store it unopened, or mail it to a solicitor for storage unopened. This is your original copy to prove you wrote it. Then using the internet, find the addresses for various production companies and either send it in for approval, or get appointments to go in and pitch the idea. It would also help if some pre-production work in preparation for this, e.g. how each and every scene is to be shot, storyboards for the story, etc.
