Generally, if your stories are good enough, publisher's will pay you for them. Mostly you just submit them. If you have to pay to be published, it is a scam. Vanity press publishers will publish your stuff, but for a fee, and you have to do the selling and marketing. Most establish writers use an agent who markets their stuff to legitimate publishers. If you really want to write, you best bet is articles for magazines and newspapers on a free lance basis. But competition is very keen.
