You are in bit of a difficult spot right now. There is no such thing as a one-year bachelors degree at all. Technical bachelor programs usually span a period of three to four years.

But you do have a good collection of professional certifications. You have done them before your traditional education (university) when such certifications are meant to be done usually during or preferably after a years experience in the field.

I suggest that you immedietly start looking for universities in Pakistan that are recognized by the HEC. You can get such a list of universities from www.hec.gov.pk. This is a somewhat less expensive option.

The other option is to take admission in an Informatics campus, that are conveniently located in all three major cities in Pakistan. They have several 3 year honors programs in IT and Business. The first two years are completed in Pakistan and then you have the option to complete the third year at an affiliated university like University of Portsmouth in UK or in Pakistan. You will ultimately receive a degree from the foreign university. This is a costlier but a shorter option. There is a Informatics campus in Dammam as well.

Third option is to get enrolled in a government university like PU, or KU and get a bachelors degree in Commerce (BCOM) or Computer Science. This I believe, will be the 'cheapest' option.

There is also the Virtual University in Pakistan that offers online- and distance education courses. www.vu.edu.pk

The goal of immigration program of a country is to attract the most educated and brightest people from other parts of the world, and hence Canada will never accept people that dont even have a valid bachelors degree. They already have many native people in Canada with little more than high school education working in all kinds of IT related and other low-level jobs.
