To me, it doesn't really sound like a comedy. To me, it really sounds like a drama. I just don't see the jokes, I don't see the comedic air at all.One thing you should be aware of, is as a writer, you're not always going to write what you want. Sometimes you're going have to write something stupid for money. Or you're going to just be continuing on a show that you didn't create. Don't get the idea that you always create it and the show is your baby. Because that doesn't happen often.

Since then, millions of different civilizations have settled all around the world, and every single one of them established their society with different aspects and with different points of view. Each civilization, intentionally or unintentionally, happened to be communistic, dictatorship, democratic, anarchical], monarchical, a republic, capitalistic, totalitarian civilizations or a mix of two or more.

By taking a quick look at many different civilizations from the past and present, I finally have been able to find a type of civilization that would be both beneficial (at least in my opinion) and also unique. This civilization allows its people to be a member of any organization they want, to choose their own religion, and to have the opportunity to be highly skilled and knowledgeable. This society also receives taxes from its people, but gives back tax to its people in fair amount. In this society you can be of any race and be whoever you want without being teased or separated from others, a civilization in which punishments are fair, and government implements rules which are acceptable and easy to follow. I decided to move to Ghazaleh’s Land and live here until I die.

Are you sure you want to dictate belief in God? Everything else about the society is based on freedom of choice. If the government dictates belief in God, then it must be doing so out of a realization that it is possible not to believe in a supreme being. Once the government takes this step, the whole ball of dictatorial wax follows. Personally, I would delete everything from "Nevertheless...though."
Last sentence in paragraph 4 should read something like this.
Knowledge is highly valued and is a prerequisite for being a member of Ghazaleh’s civilization. Fundamental to knowledge is learning, and Ghazaleh wants all its citizens to have the opportunity to learn things.
