What's really required is a good resume and some writing samples. There's tons of freelance work out there, too. Have a good resume, write some samples and have those ready, and start applying. Here's some sites that might be helpful:

Absolutely! The editors decide what they will and will not publish. They can ask for revisions. They can reject it outright.

Usually, they don't pay you until they've accepted the finished article. Sometimes, if they've accepted the article and can tell you put a lot of work into it, they might pay you a "kill fee" if they find they simply can't use it for some reason. Such a fee would be much less than they'd have paid for a published story.
