There are a lot of people in the same straits.Think of what's happening - every job offered has literally hundreds of applications - far more than most places can cope with for turn-down letters. Even jobs at McDonald's and KFC and other fast food outlets are swamped with people with qualifications higher than yours (MBA's PhD's, etc.)
You're trying to get your start as a freelance writer: so WRITE!
Look at your C.V. - what's in it for the employer? That's something not repeated in 999 letters out of a thousand. WRITE persuasively. Get beyond looking like all those others. Get away from those personnel/H.R. hacks, and go visit a few places. Offer yourself as an intern (lots of work for little or no pay) in some of the publishing houses. PROVE that you can write and proof-read and even being a gopher who gets coffee for everyone. Those publisher houses have thousands of manuscripts in their slush piles; most won't ever be read - offer to go through them and get them reduced to some more manageable level. That's if you ever want to become an editor at a publisher's or a magazine.
Don't wait for the HR/Personnel companies to find you a job - they've got more applications than they can handle, and they'll ignore most of them, just to find one with a chance of being different. If necessary, get out of the big city - go to the small towns, like Niagara Falls, Rochester, Buffalo and so on. Get into a community newspaper, if you can't get into a bigger place with writing.
Just remember: the universe may owe you a living, but it takes a life time of hard work to collect!

Uh, yeah, I'd be worried. Very much so. If they won't give you a phone number, they're not legitimate. Really, it's that simple.Also, 10-13$ a review sounds a bit steep considering the dismal pay most Web ****workers make.

I was kinda in the same position where I was sooo desperate to find a job and filled out appplications and sent out my resume like a maniac and no answer.!!Then one day I said F$*% it im not going to look anymore and it is what it is...then I got a call from my current employer, went on a ionterview and landed the job. I know it sound like bs but you gotta just kinda go with the flow and hope for the best...have faith that everything will be ok...especially if you have the good luck to not have to worry about paying rent:) Keep Positive and GOOD LUCK:D
