I am no expert, and I hope this will not come off bossy (!!!) ... here are my suggestions:
Even though you are asked for a written submission, that does not necessarily mean handwritten (unless that was the exact stated requirement). I think you can type up your letter, just as you have done here (great writing!), and print it out on any decent printer paper. A cover letter which includes your name and contact information, and the name and title of the person you are writing to, along with the purpose of your letter (Financial Aid Appeal) might be a good idea, also. Additionally, I think your letter should open simply with: Ms. Dorer, ... unless you are already on a first name basis with this person.

I really like the way you take responsibility for your short-comings in the past, and your new academic plan is a great start, but I think it is a good idea to more fully address the fact that you will not succumb to the same failings again.

More important than proving that you had a problem, will be proving that you no longer have one!

So offer all the proof you can that you are now seriously committed to your college career.
Talk with anyone and everyone you can, (peer counselors, student advisers, instructors, financial aid advisers, even student services receptionists) who might give you insight into this appeal process and what is expected at your school. Along with the info you gain, many people will be aware of your dedication to this issue.
In my case I had not been aware of all the resources available at my college (for single mothers/fathers, older continuing students,displaced workers, etc.), so for my appeal I used references from the various agencies and departments that are helping me now. Perhaps another branch of the college can help you out with the laptop and supplies, and a local government agency can help with utility payments. For the purpose of this letter, I don't think it is a good idea to mention the list of things you need ... but if you are able to secure help from others (DO mention them in your new plan!) their confidence in you will be a plus.
Next, you might consider setting your goal higher than an Associates Degree ... or mention the career that you intend to use that degree for. Also, don't limit yourself (as you have done above) to just the one appeal, that does not sound as committed as I believe you to be (sounds like giving up too easily) ... maybe just leave that part out?
Finally, please make sure you are clear on grants vs. loans ... your letter sounds a bit as though you might have confused the two.
Even after the appeal process, you may be faced with a probationary period. It may be rough, but will not last forever! Let's face it, in this economic climate, a college education is worth the effort!
So go on the offensive here, and I believe it will pay off!

Welll I'm the type of person who always SEEKS to have fun in life while trying to pursue my goals. Though I'm working part time at Walmart Electronics, the job GIVES me the opportunity to learn about electronics as much as I CAN, this saves my 68yr old father FROM HAVING TO find somebody who can fix the cables and appliances in our house since I can pretty much handle Home Theater System to TV to Computer.

I've been working on my writing skills IN preparation of me taking up a lesson to become a successful internet marketer to financially help my parents.

Of couse it is not all about money, in the future I want to have enough money just to travel across the world, Especially in Europe and my dream country Japan, make TROUBLE all over the place, meet people then and there, well basically to see the world that I've never been TO, to see new things and new people! I'm not really the guy who works just for the sake of being "Im rich", its all about for the sake of my coming adventures in life.

I dont travel much right now but I can still clearly remember the time when our family traveled in New York w/c is my first time being there, it still makes me smile thinking ABOUT the time I got lost at night in Times Square looking for a souvenir for the girl I really likeD at the time.

As for my childhood, back when I was in the philipines I WASN'T much into academics at the time. I causeD trouble and always trIED to find something better to do when I WAS bored. I used to play games
alot... though I don't want to go back on that anymore, one of my best momentS I remember WHEN my friends AND IWERE laughing AND throwing pillows to each other while trying to find out who's the best player among us in any VS. type games. It's just the best when your having the most fun w/ your closest friendS, it feels as if the time had stopped.

As for the type of person I am? I want it when I'm just being me and you being you and see where it would take , no pressure.

I am answering this because maybe I can understand your inner plight although I can never imagine comprehending the actual toll its taking on you,
I am 24 years old and I have no ambition in life.....I have been simply coasting along and whats worse-Ive wasted so much of my parent's money.Not only have I disappointed them,I am also a burden as I still live with them and eat their hard earned money.
Recently I came across the idea of a community college because it gave me a fresh perspective and is considerably cheaper than a University.
My problem is how do I tell my parents I want to go to a community college because they would not trust me at all either with the money or with the very idea.
I am into paleontology and Astronomy and I have a passion for cinema but these are not traditional career.I understand the need of money and if there is one thing I have which is positive is that I know I will not marry or have kids(cant take care of myself,how the hell will I care for someone else).
I do not want a lot of money either and this is where the problem is-Today college is all about a degree to get a paycheck,not about passion or interest.
As I said-I am 24 years old and I think Ive lost my interest in life.I sometimes wish to end it all-Kill myself
trust me....there are other people who are clueless about what they want to do.
