Well, I don't know if there are any set rules, but I know that children are taught, when speaking, to add inflections to their speech depending on the punctuation.For instance, if there is a question mark at the end of the sentence, we know we are asking a question. To make our questions understood vocally, as children, we are taught that we raise the pitch of our voice at the end of the sentence.
For exclamations, we are taught to raise the pitch of the entire statement to denote excitement.
Basically, we already have the knowledge to do this, but school teaches us the correct inflection depending on the punctuation used.

Some of the greatest poems out there are ones that were written in a new way, a way that no one had seen before, in a style completely constructed and created new by the author.Just put down the words however you want, and try to create some meaning. There are certain types of poems, like the Japanese Haiku, the Shakespearean Sonnet, etc. But rigidly structured styles like the sonnet are outdated. Modern poetry is rarely written like that. Free verse is very popular, which basically is just a style that has no structure, no rhyme or rhythm. Poetry is a very personal thing and the structure of how it is written as well as the words should reflect who you are as a person. Try reading a couple different poems by Robert Frost and Emily Dickinson to see some different styles that don't necessarily follow any kind of rules but definitely reflect the author's style and self.

I'm afraid that most of the people who use this forum do not observe the rules of grammar because they do not know them. This is because the standard of education in our countries - in both the UK and the USA - has declined greatly over the past 20 - 25 years.
