Grammatically speaking, if you are writing out numbers numerically, e.g - 204, 1098, 3499 obviously you would not use the word "and" or that would look pretty odd, but if you're actually writing the numbers out in english like you said, I don't really think it matters that much, but our teachers always told us to put the and :)

$12.65 is written as $12,65
0.09 is written as 0,09

Since you don't live in Germany, then use the comma in writing 1,200.
