Why not look at parts of the number.

3999 =>

3 in the thousand which is three + thousand.
9 in the hundreds is nine + hundred.
9 in in the tens place is nine + ty
9 in the ones place is nine

You just need to be careful when there is a 1 in the 10's places. Then you need to look at the 10's and 1's at the same time.


Somehow I think the division algorithm is going to come into play, but I'm not certain that it need to.
