I don't think all English speaking people can be considered intelligent, and neither the other way around. It just means that maybe you were born in a geographical area. Nothing more. There are some studies that show that different languages require different sides of the brain to be spoken. If that is the case, the difficulties on learning a English can be only a temporary "out of practice" use of that side of the brain. It just takes some more time. The same with all the other languages.

I have worked for US immigration and the answer is no you don't have to know it when coming to America, but if you wish to become a citizen it is mandatory to learn to speak English unless you are age 60 or more.

If you want to succeed in America you need to learn English - too many immigrants especially Spanish Speakers are being handicapped by the fact that they have radio and TV in Spanish and many businesses have Spanish Speakers. The fact is they are slowed or stopped from learning English and every single one has told me without the ability to Speak English they are stuck in menial jobs with no chance of advancement.

So learn English and enjoy all of the American Dream.
