YES what if your from this country but just had really poor schooling, why shouldn't you be allowed to vote you still have to pay taxes and national insurance whether you can read and write in english or not! Also welsh is the language of Wales, so why shouldn't they be able to vote in their own country because they cannot speak english but they can speak and write in their native language! You have to teach him like you were taught. I would recommend going to a teacher supply store and picking up sound cards. You could also go to your local dollar store and pick up some basic workbooks. You begin with the sounds, then move onto the actual reading of simple words. You can also go to a department store, such as Walmart and pick up some of the level 1 books and begin reading to them, running your fingers over the words. Sometimes in the back of the book it will have the words they are looking out for. That is where you start. If you have enough money hooked on phonics is wonderful. I am teaching my 3 year old son to read that way. Good luck!Caroline Said:

No, Warren, It would not be a valid assumption that you could read and write English. Someone might be helping you complete the application who can read and write English if you can't. And maybe you read and write another language than English or Spanish. You need to revisit the process by which you make "presumptions" so that you include all possibilities.
