Its very difficult for someone at the DMV to distinguish an undocumented immigrant from a documented one. However that being said, I believe the understanding the English language should be a key requirement for any individual to obtain a driver's licence, as all signs in the United States are written in English.

But to answer the rest of your question, making undocumented workers go to school and have to learn about american customs is not a possible program. Most undocumented workers come to the United States to work and don't plan on staying for a long period of time. Also, many states, (you'd have to check you own state laws) allow any non-citizen to drive in the state with their own countries driver's license for a year before they need to obtain one from the US. However, providing these programs for undocumented workers would have to be funded somehow. I question you as to where the money for these programs is going to come from. Unfortunately, many documented immigrants are unable to read or speak English as well, and I agree that is a huge problem, however implemented programs to help these individuals don't seem to be happening.

If you live in an English speaking country then enroll in an English class where you can learn grammar and proper sentence structure. If you have some friends who speak English they might be willing to help you. Only by speaking it on a daily basis with others who can speak it correctly can you become comfortable and fluent in the language.

only communicate in english... speak write and deal ONLY with english...try to do it around people that will be honest with you and correct your syntax and pronunciation as you go...

for example in this case... the ? in the middle of your sentence is out of place... in English we put those only at the end of a sentence not ever in the middle..

also the correct phrase is.. in a short time.
