Well, it depends on whether you mean improving your own English language skills, or helping others to improve theirs. If you mean your own skills, then it really depends on what job you do. If you are employed by a company, often they will send their non-native English speaking employees to training courses or they will pay for them to get diplomas etc.

If you are asking about careers where you could help others learn to improve their English language skills, then teaching is a good career for that. You can take a degree in education, or English or any literary arts related subjects and then teach either kids or adults or even ESL students to improve their skills. You could also be a writer and write textbooks for people on how to improve their skills, or go into a job such as speech pathologist, where you will be able to help people who have certain impairments.
