It doesn't always improve - even with practise.IN the late 70's, when I was about 15yo, I realsied my handwriting was never going to get much better - I got into computers in 1979, at a time when no-one else could even spell computer & never needed to do much (tidy) handwriting since then.

Perhaps the best way to improve your WRITING is to READ more. People who read a lot learn proper sentence structure, proper syntax, proper grammar, and proper spelling. I have found in 21 years of teaching writing skills that students that don't read much are never, EVER good writers. And inversely, students who read a great deal are generally above-average writers. So I would start by selecting a well-written book and read it--not so much to follow the plot and conflicts--but rather to study how the author created sentences, paragraphs, and how they convey their thoughts and intent through the written word. You will find that your writing will slowly start to improve as you write more and more.Additionally, I would write a complete 7-9 sentence paragraph of any topic of interest and have someone else read it and critique it. Ask them what your main point was. Quiz them on the message YOU wanted to get across. If you find that they were confused or unclear on your intent, then ask them what THEY thought your message was and why they thought that. Then rewrite the same paragraph and make the necessary changes and have someone ELSE re-read it and ask them the same questions. Through hard work and a lot of practice you will soon become a much, MUCH better writer.
You should be commended for seeking this skill. Too many people today write like morons and as a result they greatly limit their ability to make a comfortable living.

Yes but persistence and even great writing is only a part of it. You need an incredibly well written story as well as a solid storyline. You should consider each rejection and carefully take only the advice that applies to the direction you wish your work to go in. Constantly 'polish' your work don't make major story changes unless you have a contract in hand.300,000 manuscripts are floating around the publishing industry at any given time so make your work stand out by selling yourself as well. Go to conferences where they have pitch sessions and actual meet publishers and agents. You sit down and in five to fifteen minutes you tell them about yourself (briefly) and your work. If all goes well they will ask you either to give them a few pages of your work then and there or to send it later. If it doesn't go so well, try try again. At least they are seeing a body and a person. Try not to embarrass yourself, yet try to stand out. I have a tattoo on my hand of my birth sign it always get comments but not as many as my hair that is several colors (the hair thing is however, not a guarenteed as it once was). Winning contests at conferences will help as they will see you and hear your name more.
Attend workshops and enter contests hosted by your national genre writing group with publishers and editors as judges.
Persistence doesn't always mean e-mailing, calling and writing to them constantly. You can be a part of the publishing industry with blogs, interviews of writers and authors and even find yourself hosting on-line live chats with publishers and agents so that you can hear/see/learn first hand what they prefer in submissions and what are definate no-no's.

There are many grammar and reference books out in the stores, but I recommend you spend $7.00 for a pocketbook titled, "The Elements of Style" written by Strunk and White.Inside is a wealth of information for novice and professional writer, highly recommended by Stephen King. The book should rest right beside your keyboard. It is chock full of useful writing habits to form and some habits to eliminate.
