Writing a research paper is a lengthy process, so do NOT wait till the last minute. You'll be very frustrated if you do.
Begin by gathering as much information as possible. You'll need a handful of notecards. Each time you find information that is useful, record the book or website for the purpose of citation. Get authors, titles, publishing information, publication dates, etc. Look up exactly what you need.
This is the stage where you'll do the most work, but if you do it right, it'll make the rest of the paper much easier.
Your paper is on Steinbeck, and you've probably read some of his work in class -- Grapes of Wrath? -- so use that as a possible source.
Find credible sources -- NOT WIKIPEDIA -- that can help you. Academic journals and other scholarly publications are great places to begin. Call a local university library to see what kind of materials they have. Your local public library may have something, too.
As you find sources, record useful information on the notecards.
When you feel you have exhausted your sources, start organizing your cards. This is where you'll write your outline.

After you write the outline, begin a rough draft. Follow your outline format, and edit both as needed. The idea of a research paper is to develop your own thesis -- it can be as simple as "John Steinbeck was a great American writer" -- and use your research to back up that claim.
Each paragraph should be a mix of your own words (predominantly) and either paraphrased or quoted material from your sources. Cite everything that isn't your own idea (even paraphrased stuff). Failing to do so is plagiarism and will result in, at minimum, a failing grade for your paper.
Once you have finished the draft, you need to edit, edit, and edit some more.
Don't forget to do a works cited page. Every source you cite must be included on a final page.
Format everything like your teacher wants. The sites I linked to in this answer give you valuable resources to double check.
That's the shortest possible answer on the research writing process. For a literary criticism paper, which is what you're basically writing, you need to take a stand. Most of your sources should back up your claim that Steinbeck was a great writer. But you should also include his criticisms. Tell what people are saying negatively about him. Then address those people with other sources that explain why the critics are either wrong or exaggerating an issue.
Use lines from Steinbeck's novels and lines from experts in literary fields. Other authors, especially his contemporaries, are good sources. Find out what his peers were saying about him. Find out who he influenced. Etc.
