You don't say which test it was. If you were asked to write the TOEFL (Test of English as a Foreign Language) there are provisions for re-taking it. Contact the testing centre where you took the initial exam. If it is something like RTEP (the entrance test for Ryerson in Toronto) then you must write the letter of appeal.

So address the letter to the Appeals Committee. Dig out your notes on writing a formal letter.

Start by telling them that you wish to rewrite the english proficiency test (and call it by its name)

In the letter I would suggest that you give some background information (what country you came from, how long you have been in Canada) and then tell them where you attended high school and what year you started and what year you will complete. Then tell them what level of English you took in school and what your grades were. Supplying a transcript would be a good idea so they can get a look at your overall abilities.

Tell them why you want to attend their university and what your career goals are (short! - maybe 50 - 100 words )

Finally, if there was a reason why you failed give it. Don't whine and don't make up excuses.

Have someone whose English is good check the letter. Perhaps a guidance counsellor or your English teacher could help you?
