Well, I don't know what exactly you're having troulbe with, but what you need to do is write a formal letter with the sender and receiver's addresses on top, plus the date of course. Then start with Dear Mr. (or Ms.) X.

Then begin your letter like this:

I am writing to complain about ....

Your first paragraph should be made of one to three sentences just stating the problem without further explanation.

In paragraph 2, you will explain the problem. For example: I have had this problem for two days. Give as many appropriate details as you need. But don't over do it.

In paragraph three, request action. For example, you may want the landlord to pay you, or bring a maintenance man, or whatever. Be firm and direct

Finally, say: I am really looking forward to hearing from you.

Sign of with : Yours faithfully
Your first name and last name in block letters, with your signature in between.

A formal letter is direct to the point. It should not include any details that are not necessary. Also, you should use formal language.
