Now to answer your question: Quebec does not have a bilingual educational system and no, not everyone comes out of school being fluent in both languages.
Quebec has French-speaking school boards and English-speaking school boards. Only native English-speakers (what we call Anglophones) can attend English schools at the primary and secondary levels OR children whose parents or grandparents received most of their education in English IN CANADA or on Canadian military bases. The rest of the population, that is Francophones (native French-speakers) and children of immigrants (or even Americans) MUST attend French-speaking schools until secondary school. Then, anyone can decide whether to attend CEGEP and university in French or in English.

But it's some sort of compulsory preparatory school before you get to go to university.
Special circumstances may allow a child to attend an English school, e.g.: child of a hockey or baseball player who is only going to be staying in Quebec temporarily. Child of diplomats, ambassadors, etc.
Of course, there are a lot more French schools than English schools. Most English schools are found on and around the Island of Montreal because that is where most Anglo-Quebecers (English-speaking Quebecers) live. However, nearly every region of Quebec has English primary and secondary schools, wherever there is an English-speaking community basically. Quebec City, the provincial capital, has five or six English primary schools, two English high schools and one English CEGEP but NO English university, for example.
Quebec's three English-speaking universities are:

Now, many French secondary schools (or high schools) will offer English Immersion programmes and most English secondary schools will offer French Immersion programmes. Those attending such programmes have of course more chances to become fluent in both languages but that is never guaranteed. Some programmes just aren't efficient enough and some students just aren't gifted for languages. I would say a Francophone would eventually become fluent in English if he did English Immersion in high school, attended English CEGEP and English university - which is what I did.
Anglophones doing French Immersion in high school will generally reach a certain level of fluency in French. The problem for some of them is their lack of practice in the language.
IMPORTANT: Learning English as a second language is compulsory for all Francophones from grade 1 all the way to university. Learning French as a second language (or first) is compulsory for all Anglophones.
Short answer is: the language of instruction is French for everybody, EXCEPT for those who are entitled to attend English schools.
Be careful. You're writing an assignment on bilingualism but Quebec is NOT a bilingual province. It is a predominantly French-speaking province that offers services in English to its English-speaking minority. However, with more and more Francophones doing English Immersion in high school and/or attending English CEGEP and/or university in English, watching American TV and listening to American music and with most Anglophones being able to function in French, bilingualism rate in Quebec can be estimated at around 40%.

English education is probably focused more on the English language. Meaning correct grammar, spelling, punctuation, et cetera.English and Language Arts is probably correct English usage but also English literature and poetry, analysis, essay writing, et cetera.
As for which is better to teach, I really can't tell you. You should contact an academic advisor in the English department and ask if they can better explain the differences of those two majors.
