I would check with the school board to find out specific requirements, but if you intend to take the ESL course, I would strongly recommend you consider private tutoring. You are the boss, you can choose your hours, make more money depending on what other tasks you have to do, and you can do your teaching from home if you like. Check out the Extended Learning / Community / Enrichment classes -- those non-credit classes they have at the community colleges for a small fee or for free. Also, look at adult classes at local high schools.Here are free NonCredit ESL classes at Glendale Community College (No Residency Required):

http://www.eslgo.com/classes.htmlFREE: This site offers about 45 classes. They have classes that are based on difficulty level and that are based on your interest level. They have quiz areas and practice centers.
By the way, TEFL is teaching English as a foreign language. This means teaching in an area where English is not spoken; in other words outside of the U.S. is where you would teach TEFL. ESL is English as a second language. ESL is taught all thoughout the United States where there are students who come from families who speak another language; since education is taught in the U.S. as English they must learn a second language from their native language.
If you are really into ESL education, see if you can sit in on a meeting or session at a local school. It is very interesting and fun. I have worked with students who cannot speak any English to those who seem to speak English just as well as you or I. Sometimes it's not teaching so much the language vocabulary, pronounciation, but more of the rules of the English language through practice.
