One might quibble about the others.

2.1 "cities in the future" is the obvious one, but "cities in future" is possible (because "in the future" means "in some time to come", but "in future" means "from now on"). So you can imagine a politican saying after a major flood, "In Britain, all major cities in future will have a flood warning system".

4.1. Why did they not panic? is probably the better if this is standalone, but "Why were they not panicked ..." is perfectly idiomatic, especially as part of a longer sentence. Check out Google News and Books links for examples of "not panicked by" as a construct.
