Should english classes be banned at school, university level?

A university wants you to come out of their school able to speak clearly in a public situation. They want you to be able to give speeches. They want you to be able to write a paper that can be accepted to journals or submitted for peer review. If you can't write properly, then it reflects poorly on yourself and your Alma Mater.

Why in the world would they ban it? When I started at my University, I wrote at a 12grade High school level. When I finished, I wrote at a college level. There is a MAJOR difference. If you don't think there is, then please, submit a paper to a professor.

The degradation of the English Language is horrifying. Please show these "studies". It sounds very made up.

Each school has its own rules...but...
I took a "clep" test to pass my 11th grade English, then was able to take 12 English in the 11th grade. Check with your guidance counselor to see if your school offers this solution, and if not - how can it be accomplished? They are your sourse to get it done!

Most of the English classes I have heard about don't appear to be very effective, they tend to teach at the level of the lowest common denominator, e.g. the people with the least knowledge of the language.
Finding an english speaking student in the same age group wanting to practice German might be a more beneficial reciprocal arrangement.

Wow, Wilkes-Barre is really up there and out there. However, there are two good schools in the area that may be able to help. The University of Scranton and Kings College may have programs for "English as Second Language" (ESL) that are taught by students but supervised by professors. It may be free but there also may be a minimal fee.
