If you're quite young, consider skills, experiences and activities at school/college that you gained.

Decide what sort of job you want to apply for and tailor your resume accordingly.

Highlight experiences demostrating team working, being organised, quick to learn new skills, confident, able to work on your own without direction, good rapport with customers, a problem-solver etc etc.

Employers are looking for these generic skills. Keep it short and concise. Remember spelling, grammar and ask someone else to read through it to make sure it makes sense.

Write a covering letter to accompany your cv when applying for jobs to explain why you want the advertised job and why you would suit their requirements.

I put my contact information centered at the top, then a bulleted list of qualifications, then my work history (starting with most recent). Under each job, I have 2-3 bullets with related job duties. After that comes education. If you have any certifications that relate to the job, put those as well.

I recommend this book: The Everything Get A Job Book: The Tools and Strategies You Need to Land the Job of Your Dreams (Everything: School and Careers) by Dawn Rosenberg McKay. It has a ton of resume templates, cover letter help, employment ideas, networking information, etc.

Let's look at what you *have* done. If you have done an internship, that should be listed. If you've been an active member of some club or organization (in school or otherwise), the type of member work you did should be listed. If you have been part of some nonprofit, volunteer organization, that should be listed.

Put these in chronological order.

You'll want to describe what you did under the name of the organization. Do not make the description a shopping list of job functions and duties. Show things you did that had an impact on what was happening. If you led the group in doing something, discuss how many were part of the group and what the group accomplished. If you came up with a novel idea of getting something done or saved the day in some regard, list that and how much was saved -- or earned.

What skills you have should also be listed under another section. If you are looking for photography work, the types of cameras you know how to use, whether you can develop film, lenses you use, special techniques should be listed. This is similar to listing a typing speed if it is of interest to those who would be evaluating your resume, as well as any IT skills (HTML coding, graphic work, knowledge of Excel or PowerPoint).
