Don't put any reasoning in your resume, even though it sounds like it was completely legitimate. Add something in your cover letter to the effect of "I'm very motivated to get back into teaching," which should cover some of their questions. Then you'll have the opportunity to explain in the interview that you left the profession because of a family illness and that you're aiming to be re-certified.The interview is the only appropriate time to explain.

As for your resume, I would list the certification and then put the dates it was held in parentheses. Example:

Certifications
-Advanced CPR (1999-2003)
