First you have teachers, a school councilor. People who at the school who know you (maybe impressed with you?) you will need recommendations/referrals from them. You should have 3 letters which state that you are studious, (hopefully you are) mature, respectful ect.

You will type up a resume stating your name, address, phone, email adress.
then what school you attend. Courses taken, hobbies, what you want to accomplish as you career field. You can list what jobs you have done in your neighborhood, grass cutting, babysitting, hired help for math, science tutoring.
State why you want to be a concierge for the hotel.
That is will broaden your exposure to different people.
You will learn new resources for information to get the job done by having a solution to the clients needs.

It's a loop hole in the system. As crooked as it sounds they're able to do it and get away with it. Its like McDonalds saying "Give us $5.00 and we'll give you a meal for free!".
