Boost the Personal Profile paragraph. That's about *who* she is not what she's done. Your sis needs to know how to sell herself. The first paragraph on my CV is my PP. This is the first thing a potential employer will read so it's vital that it makes the person sound like someone who they would want working for them.
The problem is at the same time you don't want it to be too long winded. It needs to be consise yet informative.

This is the first few lines of my own CV...
"A reliable individual, possessing superb interpersonal skills, conscientious and adaptable within any situation. Able to use own initiative, take responsibility and quick to learn new skills"

Then you've got the Key Skills and Abilitys. Elaborate. Don't narrow anything down. She needs to try for at least 6 seperate points. Life skills are also valid, computer skills, ability to prioritise...etc.

Under the Education And Qualifications. Have her start with her schooling. Underneath each place (school, college, uni etc) have her write a short paragraph about any clubs she was in or teams she joined specifically pointing out any thing that may be relevant within the work place. It can be used as evidence of Team Leading, communicational skills, organisational skills etc. And as immoral as it may sound if your sis hasn't got that type of experience either, make it up. I know jack **** about South Africa but in the UK whist employment history and qualifications may well be checked up on so should never be lied about. Weather or not you really lead the netball team in high school definately won't be.
(If she has any baby sitting experience use that too. It shows that someone trusted her with their children, which in turn shows trust and responsibility)
List all of her qualifications individually. One under another
Somewhere on there put that she is willing to undertake any and all training available.

If she still wants to explain her lack of employment do it in a covering letter. But don't apologise for it. Deciding to stay in education is a personal choice. Not something that needs apologies.

She'll also need her references to be seen as especially reliable because she won't have former employers. Don't use anyone with the same surname. They WILL assume it's family. A good character reference is a must.

I have been with X company for a total of three years. During this time I have progressed through various positions from which I gained valuable experience before finally coming to my present position of xxxxx with this company.

We Answered:

I can sympathise...I garduated in 2005 with a good degree from a good university, only to find all my expectations of finding a really good job with good prospects to be a whole lot harder than I ever imagined.
When I graduated, I suppose I was expecting too much; I thought it should be relatively startightforward to find a decent job with a good starting salary - and as you probably know now as well, it just doesn't work like that.
My advice would be, get rid of any expectations you have with regards to a starting salary. I eventually found an customer service job startuing at 13k (and here was me hoping to be earning 18k after graduating!!) and have since been promoted within the company. That's what quite a few of my friends have done, too - got a job that they were easily qualified to do and then worked up the salary scale and up the career ladder from that way.
You don't suggest what type of job / sector of job it is you are looking for - some job sectors are much more competitive than others...

Now time to present your achcievements and grades
Start from the most recent achievement and then down the ladder
Do not forget to add work history, if any.

You can find all sorts of resume samples and templates with a simple web search. You need to present your resume in proper, professional format (which you can see from the samples you researched). Include all jobs (remember volunteer work counts) and education. If you recieved awards, honors, etc., list them, it can't hurt. Be prepared to have at least three professional references who are willing to vouch for your work (past employers, teachers, etc., not friends/family). Before you submit the resume, proof it carefully, or get someone to read it for you to make sure there are no spelling or grammatical errors.

Try formatting your profile to place more emphasis on a functional and skill based perspective instead of from a chronological view. I think the management BS term is a core skill inventory or something like that.

Having been a contractor with numerous between-contract gaps of greater than a month, I found greater interest from employers when I re-organised my profile in this manner.
