you need to assault them from multiple angles. your goal is really to get past hr and out of the dead resume stack.

with your resume you need to quantify as much as possible. make it a simple outline. you can make a mini-portfolio with charts graphs spreadsheets if they are applicable to explaining who you are.

call and call and call some more. try to get information on who is doing the hiring and how to contact them. if you do contact them let them know you live out of town and were interested in a position with the company and would like to meet and ask some questions. use your distance for your advantage. set your own schedule for meeting with them and check to make sure its good with them. be the alpha. if you get a meeting with them drop off a copy of your resume -- don't expect the copy you mail to ever leave hr.

network yourself through email. try to get email addresses for people that work in the department you are applying for and ask them about work conditions etc. after you feel more comfortable ask them what conditions for working in the office are and who would be the best contact person. if its someone in hr you lost and need to try again.
