With regards to your cover letter, here are a few basics:

1. It should be written specifically in regard to the position you are applying for.

2. It should NOT be a re-hash of your resume. Your cover letter should detail WHY you are a good candidate for this position.

3. You should try to learn the name of the person you are writing the lesson to, and not just write TO WHOM IT MAY CONCERN.

4. Your cover letter should include any special skills or training you have that are related to the position.

5. With regard to salary requirements, there are several ways to approach it. If you don't presently have a job, you can say something like "Salary is negotiable, depending upon the full compensation package offered."

Or, if you already have a job, you can say something like:
"I am presently earning $xx per hour/per year. Salary is negotiable, however, depending upon the total compensation package." This puts the onus on your future employer to beat your current rate of pay. It's okay to fudge on how much you are earning presently, but keep in mind your prospective employer may ask to see a W-2 form.

For an actual position though, resumes and cover letters, in my opinion, are never finished. There's always something you can do to improve them be it changing a word/phrase, adding or removing things, etc.

For your cover letter you state who you are, what you've studied, basically an introductory forst paragraph.

2nd paragraph: Your experience in the workforce. What have you accomplished, your strong points, what are you recognized for.

Last Paragraph: Why you know you'll be a good asset to the company/institution. (wherever you're applying.)

RESUME: Top page, Name and address.

Objective: To obtain a full time position as...
Academic background:

Work Experience: (Job title, job description)

Skills/training/Interests: ex: Certified lifeguard/trained taxi driver...

Volunteer Work: (depending on job you're applying for.)

At the end write: REFERENCES AVAILABLE UPON REQUEST
