If you are fluent in more than one language, then you must put all the languages you are fluent of. In your case, put English and at least one other language in your resume.There are many people who have different definition of fluency in a particular language. But let me explain its definition in an appropriate way. To be fluent in a particular language, you must be proficient in reading, writing, speaking, and listening in each language to be considered as fluent. If you are not proficient in at least one of the four categories of a particular language, then you are not fluent in the particular language, even though you can only speak another language without flaws. Imagine you are lost and you try to find a place to stay in Russia. The address you have is in English but the street names are in Russian. It is really horrendous when you can’t read Russian, especially when you are stranded in the middle of the winter night (it is really cold like ice, brrrr!). So, therefore, learn to read and write just as you learn to speak and listen, even if it is difficult.
You mentioned you are fluent in Spanish (reading, writing, speaking, and listening) but able to communicate orally in French (speaking and listening). Many employers who are seeking potential candidates fluent in foreign languages are very strict about whom should they hire. If they find out you can only speak and listen French and you can't read and write French, they are less likely to hire you. They want employees who can do the translation (written) between English and another language in written documents, such as instructions, letters, and invoices. If you are planning to take professional jobs which involve with dealing with individuals in international level, then being fluent in a foreign language is absolutely required.
My suggestion for you is write "fluent in English and Spanish". Also, learn to read and write French before you can declare yourself as fluent in French.
