Since you already have an idea of the purpose of the cover letter then I would suggest you look at the position and their requirements see if you can pick some of the things you can do example(team player, physical fitness, people person, eager to learn etc) In the cover letter mention that you are looking for a change in the career & have the following skills, Emphasis on you coming from out side of the law enforcement may bring a different prespective, skills that can be utilized at the postion.
I am not sure what your strong skill are but I would some how marry your skills and their needs and how you can be of help from outside.
