To the best of my knowledge, writing resumes for people is not a 'protected activity' which could conceivably fall under any state or municipal licensing laws. IMHO you can set up a lawful sole proprietorship as a 'free lance writer,' 'resume coach', 'career consultant,' or whatever you want to define yourself as. This is America after all, where you can (unless certain restrictions apply!) offer services, conduct business and collect payments without having to ask anyone's permission.

You also don't need, IMHO, a fictitious name DBA, a 'resale license' or an EIN from the IRS. For this kind of thing, you can probably just do business under your name and Social Security number. You can also probably do this out of your home. As long as you don't put up a sign and cause a lot of extra traffic or parking problems in your neighborhood, nobody is normally going to even know, let alone care, what kind of business you may be doing out of your own home.

It is important to keep your business and financial records separate from your personal records. In case you are audited by the IRS or state taxing authorities, you need to be able to show that what you are doing is a legitimate business insofar as any income reported and tax deductions you may have claimed for your business.

In this case, I don't see any problem with you (or basically anyone) being able to offer and provide this kind of service. The only downside I see is the fact that, in this lousy economy, a lot of volunteer organizations are already doing the very same things and providing the very same services to people for free. Perhaps you are extraordinarily skilled at what you do, making your service superior to the competition and worthy of charging high(er) fees. Obviously if it gets someone a job (especially nowadays!) then it seems like it would be well worth it to pay a top fee for a winning resume.

there is no such thing. why are you specializing in resume writing to begin with? If you are offering these services, along with other writing services, just state them on your website (or where ever you are promoting them). If someone is offering an 'certification' don't waste your money on it!
