Sending a submission to a publisher - what goes in a cover letter?

Here's a sample cover letter thrown together based on what mine usually look like:

Dear Sir/Madame: (helps if you know editor's name, but MAKE SURE that your information is current as to names. It can be embarrassing to send a manuscript to the current editor's predecessor)

Enclosed in this letter is the short story, "Short Story," which I am submitting to you for publication. It is a piece of fiction symbolizing the tragic plight of the Russian proletariat, told from the point of view of a pig farmer on an acid trip.

I am a moose whisperer in Alaska, and I spend much of my time ice fishing and communicating with antlered mammals. I have been published in various literary journals, including Blah, Blah Blah, and Blah Blah Blah. Last year I placed second in a local author's competition. (or, alternatively, I am an unpublished author eager to break into the publishing world, etc, etc.)

Also, at the top of the letter, be sure to put your return address and the address of the publisher you are sending to, in proper business letter format. And remember, make it interesting and make it concise! If you were a publisher, would you yawn while reading it, or skim it because of excessive length? Try to get inside the publisher's head while writing the letter.
