? This problem passenger is with one of your employed drivers, or are you talking about public transportation?

Write the problem passenger up as you should the driver. The driver is responsible for his/her passengers' conduct while conducting company business. If they can't be professional, as the driver should be, then it's your responsibility to either request the passenger out of the vehicle or let the driver go. Drivers should maintain a professional integrity for themselves and the company they drive for.

If this is public trans, write your incident report as you would any other. If this person is threatening and as much of a problem as I'm reading into this, you have the right to refuse service to anyone and make a report with your local law enforcement agency to file charges. But, your ? is a little vague. Good luck.
