In general, avoid pronouns (he, she), they are massively confusing when writing about more than one person. Don't use police "jargon" like "proceeded to move." or "proceeded to drive". Just say, "I moved" or "I drove".

Make sure you write directly. For example, don't say, "Bob was hit in the face" This isn't clear writing. Instead, say "John hit Bob in the face". This gives you a clear picture of who did what. In other words, try to avoid using the word "was" whenever possible; it's passive. Generally, if in the beginning of your sentence you have the subject noun (John) followed by the past tense verb (hit), you have the preferred style of police report writing.

Another poster had some good examples as what you should note about someone involved in a fight / confrontation. "Bladed stance", "balled up fists", scowling face", ETC. These observations tell the reader a lot about the state of mind of the people involved. It paints a much broader picture than just saying they were "fighting".

I just made a police report last week. It is true the the policemen attended to my wife type the report with two fingers especially the senior staff. But the young police women could type with their ten fingers on the key board. We can't blame then because they are not train since the young police men and women are get used of computer since their school day.
