This seems to have nothing to do with Vista.I assume you are using Microsoft Office and more particularly MS Word, version 2003 or 2007.
In both cases you can "Save as" anything (minus the forbidden characters of / : and so on,) you want anywhere you want. The menu command may not be visible if "personal menus" are turned on but it is there. That can happen if the former user was a gorilla ..err I mean teacher, who never saved as anything, in which case Windows might have assumed the File/Save as command was no longer needed on the menu.
You can still acces the command via the keyboard. Just hit F12 and the SaveAs dialog will come up. Point it where you want and change the document name to the new one before saving.
The assumption may be wrong, you may have problems saving, but only you can tell us that. My telepathy is on the blink today.
If it is that but you are having problems saving documents then it may be that the machine you are working on has a separate partition or hard disk for saving documents, or that it is connected to a server and the only place you are allowed to save is on the server. That is sometimes the case at schools to avoid document raids by the inmates ..err pupils.
