I doubt it, but you should definitely check with an adviser at your school because if it's possible saving money would definitely be awesome. Higher level courses usually (as designated by the 100's, 200's, 300's, 400's) - in this case, WRI 227, have prerequisites. That means you need to take a certain class before you're even eligible to take the later class. If there's a prerequisite of WRI 121 or WRI 122 (or both) for WRI 227, you won't be able to skip out on them.

Anyway, some form of Composition class is usually an LER (general requirement) at most, if not all, colleges. You can't just "skip" them as you need to fill certain requirements to graduate. You can try to test out of them by taking a CLEP test or a placement test (ask your adviser about this) but I really doubt that Tech Report Writing would qualify your LER/general requirement for English.
